Biography

Dr. Campbell currently provides guidance and support to the Chief Learning Officer, Employee Education System, Veterans Health Administration. Using her technical expertise as well as Leadership Coaching and Mentoring experience, she is leading VHAs response to the General Accounting Office High Risk Recommendations and other enterprise-wide activities and programs.

Dr. Catherine L. Campbell was appointed as the Director, Employee Development and Training in May 2014. As Chief Learning Officer, Dr. Campbell ensured Veterans Benefit Administration’s (VBA) 23,000 employees had the resources necessary to develop the knowledge and skills to excel in their responsibilities and to anticipate and meet the needs of the Veteran of the future.

Dr. Campbell provided leadership, direction, and management over VBA’s employee development and training systems and activities integrating continual improvements for efficiency and effectiveness. Dr. Campbell and her teams in Washington, Baltimore, and Orlando, manage a comprehensive, innovative employee development and training organization focusing on strengthening the expertise of the workforce. She provides direction on training for corporate leadership development, national technical training topics, mentoring and coaching, competency mapping and assessment, integration of state of the art learning technologies, web-based communities of practice, and hybrid (e-learning combined with face-to-face) learning delivery methods.

In January 2012, Dr. Campbell was named Deputy Executive Director to the Department of Homeland Security’s Office of Program Accountability and Risk Management (PARM). In this role, she provided leadership and oversight to over $18B in annual acquisitions distributed over 22 component organizations.

Previously, Dr. Campbell served as Associate Dean at the New Jersey Institute of Technology’s College of Computing Sciences, developing curriculum and teaching virtually since 1999. Dr. Campbell has also worked for county, state, and federal agencies, starting her federal civil service with the Environmental Protection Agency and progressed to the Transportation Security Administration, Department of Homeland Security, and Federal Aviation Administration.
